This bill, titled the "Commission on the United States Occupations in the Americas Act" , establishes a commission to address the fundamental repercussions of misguided interventions by the United States in multiple sovereign Western Hemisphere nations throughout the 20th century. The Commission is tasked with studying these historical actions, considering a formal apology, and proposing measures for the repairment of relations and reconciliation with the peoples of the affected nations. It aims to provide a comprehensive review of the United States' historical involvement in the region. The Commission's duties include identifying, documenting, and examining evidentiary documentation related to specific U.S. military interventions in countries such as Nicaragua, Mexico, the Dominican Republic, Guatemala, Grenada, and Panama. It will also investigate any additional U.S. military involvement deemed misguided. This examination will cover the United States' role in internal affairs, its financial and military support for regime changes, the treatment of native populations, and the lingering negative effects of U.S.-supported governments on each nation's citizens, collective psyche, and society. Furthermore, the Commission is responsible for recommending appropriate ways to educate the U.S. public on its findings. It will also propose appropriate remedies , considering international standards for addressing wrongs and injuries caused by the U.S. Government. This includes addressing whether a formal apology is warranted and developing policies, programs, and projects to reverse the negative effects of these invasions and occupations. A comprehensive report of its findings and recommendations must be submitted to Congress within four years. The Commission will comprise both stated members, such as the Under Secretary for Western Hemisphere Affairs and U.S. Ambassadors to the studied nations, and appointed members from the President and Congress. Crucially, the President is directed to seek participation from Ambassadors and Permanent Representatives to the Organization of American States from the previously occupied nations. Members must be qualified in Western Hemisphere relations or reparatory justice, and the bill authorizes an appropriation of $20,000,000 to carry out its functions.
