This bill significantly amends the Safe Drinking Water Act to enhance protections for underground drinking water sources near hydraulic fracturing operations. It prohibits the underground injection of fluids for fracking unless the operator agrees to conduct rigorous testing and report the data to the Environmental Protection Agency. The legislation establishes detailed testing requirements for sites involved in oil, gas, or geothermal production. Operators must perform testing prior to commencing operations , every six months during active injection , and annually for five years following cessation of hydraulic fracturing activities. These tests must be conducted by EPA-certified laboratories and analyze for hazardous substances or contaminants indicative of fracking-related damage. Furthermore, the bill mandates that testing results be submitted to the EPA within two weeks. The EPA is then required to establish and maintain a publicly accessible database of these results, which must be searchable by ZIP Code to ensure transparency and community access to information.
