This bill formally extends Federal recognition to the Nor Rel Muk Wintu Nation, thereby making the Tribe and its members eligible for all services and benefits provided by the Federal Government to federally recognized Indian Tribes. This eligibility is granted without regard to the existence of a reservation for the Tribe or the location of members' residences. For the purpose of delivering these Federal services, the designated service area for the Tribe will be Trinity County, California, and all applicable federal laws for Indian Tribes will apply to the Nor Rel Muk Wintu Nation. As a condition of receiving this recognition and associated benefits, the Tribe is required to submit a membership roll to the Secretary of the Interior within 18 months of the Act's enactment. The qualifications for inclusion on this roll and its ongoing maintenance will be determined solely by the Tribe's governing document. The bill also recognizes the Tribe's existing governing body, or any subsequent body elected under its governing document, and explicitly states that this Act does not expand, reduce, or affect any existing treaty or reserved rights of the Tribe.
