This bill directs the Secretary of Veterans Affairs and the Secretary of Defense to establish two distinct programs for certain women veterans. These programs aim to provide a discharge status upgrade and a one-time compensation benefit of $25,000 to eligible individuals. The discharge upgrade program, managed by the VA in coordination with DoD, will treat upgraded veterans as if they completed their service for VA benefits. The compensation program, managed by DoD, also allows for eligibility for surviving spouses of covered veterans. Eligibility for both programs primarily targets women veterans who served between April 27, 1951, and February 23, 1976. There is an irrebuttable presumption of eligibility for those involuntarily separated under Executive Order 10240. Additionally, a rebuttable presumption of eligibility exists for veterans who gave birth, adopted a child, or experienced an incomplete pregnancy within 10 months of their separation from service.
Referred to the Committee on Armed Services, and in addition to the Committee on Veterans' Affairs, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
