This bill, known as the Clean Water Justice Act , aims to strengthen enforcement of the Federal Water Pollution Control Act by substantially increasing criminal penalties for violations. It specifically amends Section 309(c)(2) of the Act to raise the maximum fines for certain offenses. The legislation increases the lowest specified fine from $5,000 to $25,000 , a mid-range fine from $50,000 to $250,000 , and the highest fine from $100,000 to $500,000 . These new maximum penalties are subject to annual adjustments. The Administrator is directed to annually adjust these maximum penalties based on the percentage change in the Consumer Price Index for all-urban consumers , with each adjustment published in the Federal Register and applicable only to violations occurring after publication.
