The Resilience Investment, Support, and Expansion from Trauma Act, or RISE from Trauma Act , seeks to comprehensively address the impact of trauma on children and families. It establishes a new grant program for local coordinating bodies to prevent and mitigate trauma, and promote resilience within communities. These bodies, composed of diverse stakeholders from sectors like public health, education, and criminal justice, will identify needs, collect data, develop strategic plans, and implement trauma-informed services, with priority given to high-trauma communities. The bill expands the existing Performance Partnership Pilot program to include trauma-informed care pilots , enabling federal agencies to use discretionary funds for initiatives improving outcomes for trauma-affected youth and families. It also creates grants for hospital-based interventions to reduce readmissions for patients presenting with overdose, suicide attempts, or violent injuries, by providing comprehensive trauma-informed care and case management services. Key existing programs are reauthorized and expanded, including the National Child Traumatic Stress Network , which receives increased funding and emphasizes collaboration among grantees for developing evidence-based resources. The Trauma Support Services in Schools Grant Program and CDC surveillance and data collection activities related to trauma are also reauthorized, with the latter receiving a significant funding increase to $9 million annually. In terms of workforce development , the Act reauthorizes the Interagency Task Force on Trauma-Informed Care and mandates emphasis on recruiting individuals from high-trauma communities into the public health workforce. It allocates an additional $50 million annually to the National Health Service Corps for placements in schools and community settings, enhancing access to care. A new Infant and Early Childhood Mental Health Clinical Leadership Program is established to award grants for training institutes. These institutes will equip mental health professionals with culturally responsive skills for prevention, screening, and treatment of trauma in infants and young children. Furthermore, the bill amends the Higher Education Act to integrate trauma-informed teaching strategies into teacher preparation programs, focusing on supporting students with trauma exposure and promoting alternatives to punitive discipline. The Secretary of Health and Human Services is directed to develop accessible toolkits for front-line service providers across various sectors, including education, healthcare, and law enforcement. These toolkits will help them identify and support individuals affected by trauma and address secondary trauma and burnout among caregivers. Finally, the Attorney General is authorized to make grants under a new "Children Exposed to Violence and Addiction Initiative" to prevent childhood trauma and support healing. A National Law Enforcement Child and Youth Trauma Coordinating Center is also established to assist law enforcement agencies with best practices for interacting with trauma-exposed children and families. This Center will provide training, technical assistance, and grants for developing officer training and establishing referral and partnership programs with clinical services.
