This legislative proposal directs the Attorney General, the Secretary of Homeland Security, the Postmaster General, and other relevant federal agency heads to develop a comprehensive strategy within 180 days of enactment. The primary goal of this strategy is to significantly improve Federal investigations of organized postal theft by fostering greater interagency coordination and information sharing. The strategy must specifically address three key areas: enhancing information sharing among various federal entities, including the U.S. Postal Inspection Service and Homeland Security Investigations, concerning organized postal crime networks. It also aims to provide better assistance to State and local law enforcement in gathering evidence for prosecuting these crimes, and to increase overall cooperation between federal agencies and their state and local counterparts. Within 180 days, the involved agencies are required to submit a joint report detailing the developed strategy to relevant congressional committees. Additionally, the Comptroller General is mandated to publish a separate report within one year, focusing on the coordination efforts between the private sector and law enforcement in deterring and investigating organized postal crime.
