This legislation mandates that institutions of higher education receiving federal student aid must prominently display information regarding Title VI of the Civil Rights Act of 1964. Specifically, they are required to feature a link on their homepage to the Office for Civil Rights (OCR) webpage where individuals can submit complaints about discrimination based on race, color, or national origin. The Department of Education, through its Assistant Secretary for Civil Rights, must also conduct an annual public awareness campaign with visual and auditory elements, which institutions will be required to post in high-traffic physical and digital locations to maximize student accessibility. To ensure oversight and accountability, the bill requires the Assistant Secretary for Civil Rights to provide monthly congressional briefings for one year on the number and handling of Title VI complaints received by the OCR. Furthermore, all institutions receiving federal funds must submit annual reports to the Inspector General (IG) of the Department of Education detailing Title VI complaints received, their analysis, and actions taken. The IG will then conduct annual audits of institutions with the highest per capita complaints and undertake a study to understand the disparity between complaints filed directly with institutions versus those submitted to the OCR.
