This bill requires the Secretary of Energy to undertake a comprehensive long-range strategic review of the Northeast Home Heating Oil Reserve within 180 days of enactment. The primary goal is to assess the Reserve's current and future effectiveness in supporting United States energy and economic security objectives. Following this review, the Secretary must submit a detailed report to Congress. This report will specify the Reserve's near- and long-term roles, evaluate the adequacy of existing legal authorities, and identify optimal configurations for its capacity, location, and product composition. Furthermore, it must include an action plan with an implementation schedule to enhance the Reserve's storage and distributional capabilities, alongside estimates of necessary resources for its long-term sustainability and operational effectiveness.
