This bill directs the Attorney General to establish a Task Force on Anti-Sikh Hate and Discrimination within 180 days of its enactment. The legislation acknowledges the significant challenges faced by the Sikh community, including persistent bias-based violence, underreported hate crimes, and transnational repression, highlighting the urgent need for a dedicated federal response to combat these issues. Congress finds that Sikhs remain a disproportionately targeted religious group, experiencing various forms of discrimination, from physical violence and harassment to civil rights violations and foreign government-backed repression. The Task Force will undertake several crucial responsibilities, including drafting a comprehensive definition of anti-Sikh hate and discrimination for the Department of Justice to guide prosecutorial decisions and statistics collection. It is also tasked with developing an educational program to be disseminated to federal and local law enforcement agencies, as well as elementary, secondary, and higher education institutions, to enhance understanding and identification of anti-Sikh hate. These efforts aim to improve reporting and response to incidents affecting the Sikh community. Additionally, the Task Force is mandated to submit annual reports to Congress, providing overviews of hate crimes against Sikh victims, actions taken against perpetrators, ongoing threats, and Department of Justice initiatives to combat anti-Sikh hate. A summary report will also be provided every five years. To ensure effective outreach and collaboration, the Task Force must translate its public resources into Punjabi and meet quarterly with members of the Sikh community and Sikh organizations, with the Attorney General required to adopt the developed definition for all relevant purposes.
