The Salad Bars in Schools Expansion Act seeks to address childhood obesity and low fruit and vegetable consumption by expanding the use of salad bars in schools. Congress finds that salad bars are an effective strategy to increase children's intake of diverse fruits and vegetables, helping schools meet nutritional standards. The bill directs the Secretary of Agriculture to establish a comprehensive plan within 90 days of enactment to promote salad bars. This plan includes providing training and technical assistance to eligible entities, such as schools and school food authorities, through webinars, workshops, and implementation resources. A competitive grant program will also be established, allowing eligible entities to receive one-time payments for the anticipated cost of installing salad bars and purchasing durable equipment. Priority for these grants may be given to schools where at least 50 percent of students qualify for free or reduced-price lunches, schools in food deserts , or those providing nutrition education. The grant program will terminate after five years, and grantees must submit evaluations. The Secretary is also required to report to Congress on the program's effectiveness and revise existing guidance on salad bars in the National School Lunch Program based on these findings. Importantly, the Act specifies that no new appropriations are authorized, meaning the program must be carried out using existing funds.
