This bill establishes a new federal criminal offense under title 18 of the U.S. Code, targeting the transportation of a minor for a gender transition procedure . It criminalizes the act of knowingly transporting a minor in interstate or foreign commerce, or using interstate facilities, to facilitate the minor in obtaining such a procedure. The term "gender transition procedure" is broadly defined to include the administration of puberty-blocking medications, cross-sex hormones, and surgical interventions like mastectomies, phalloplasties, or vaginoplasties, with penalties including fines or up to ten years imprisonment. Beyond criminal penalties, the bill also creates a civil cause of action , allowing minors or their parents to seek injunctive relief, compensatory and punitive damages, and attorney's fees against violators. Furthermore, it prohibits the award of Federal funds to any state or local government entity that permits or encourages such transportation, declares itself a sanctuary jurisdiction for these procedures, or fails to cooperate with federal investigations related to this Act. The legislation asserts a compelling federal interest in protecting minors from what it describes as experimental and irreversible medical procedures.
