This bill directs the Secretary of Homeland Security to implement a standardized training program for all employees within the Department's Office of Intelligence and Analysis (I&A). The program mandates entry-level basic intelligence training for all new hires, which must commence within 90 days of their start date and include crucial instruction on civil rights, civil liberties, and privacy rights . Additionally, new hires in analytic positions will receive specialized training on intelligence community standards and the I&A mission, while those in open source intelligence collection roles will learn about constitutional parameters and data management. Beyond initial training, the bill requires the development of specialized and advanced training curricula , including raw intelligence release authority training, to foster professional development. The I&A office must also make publicly available a quarterly list of specialized training opportunities offered by other intelligence community elements and the Department of Defense. A system will be implemented to track employee completion of all required and available training, and the I&A may provide this training to other intelligence components within DHS. To ensure accountability and effectiveness, the Under Secretary for Intelligence and Analysis must submit annual reports to Congress for five years, detailing the curricula and participation rates. Furthermore, the Comptroller General will conduct an independent review within two years of enactment, comparing the I&A training program with those of other intelligence agencies and identifying best practices for improvement.
