This legislation, known as the African Development Foundation Termination Act of 2026, proposes to abolish the United States African Development Foundation (USADF) effective 120 days after its enactment. During this 120-day period, the President is directed to conclude the Foundation's outstanding affairs, and the USADF is prohibited from entering into any new grants, loans, or project agreements. Upon abolition, any unexpended funds will be deposited into the general fund of the Department of the Treasury. All remaining assets, liabilities, contracts, property, and records will be transferred to the Department of State solely for the purpose of liquidation or oversight of existing multi-year grants until their expiration. The bill also repeals the original African Development Foundation Act and requires the Foundation to provide appropriate notice to its employees regarding reductions in force.
