This legislation requires manufacturers to clearly and conspicuously disclose , prior to purchase, whether a covered internet-connected device contains a camera or microphone. A "covered device" is defined as a consumer product capable of connecting to the internet with a camera or microphone component, but specifically excludes devices like mobile phones, laptops, tablets, or those primarily marketed as cameras or microphones, which consumers would reasonably expect to have such features. The Federal Trade Commission (FTC) is responsible for enforcing these disclosure requirements, treating any violation as an unfair or deceptive act or practice . The FTC will issue guidance within 180 days of enactment to assist manufacturers with compliance, including best practices for clear, conspicuous, and age-appropriate disclosures, potentially using pictorial representations. This Act will apply to covered devices manufactured 180 days after the FTC issues its guidance.
