This bill amends the John D. Dingell, Jr. Conservation, Management, and Recreation Act to reauthorize and significantly modernize the National Volcano Early Warning and Monitoring System (NVEWS). It updates the system's technological capabilities by incorporating advanced tools such as Global Navigation Satellite Systems, unoccupied aerial vehicles, infrasound arrays, visible and infrared cameras, and advanced digital telemetry networks. Furthermore, the legislation increases the authorized annual funding for NVEWS from $55,000,000 to $75,000,000 and extends its reauthorization through fiscal year 2033, with appropriations authorized through 2034. The bill also strengthens the management and coordination of the NVEWS by requiring updates to the management plan at least every five years and expanding partnerships to include new or existing cooperative agreements. It establishes an implementation committee comprising representatives from state agencies, higher education, and volcano observatories to provide recommendations on system requirements and performance standards. Additionally, the legislation mandates clarification of public communication and messaging responsibilities between the Secretary and state emergency management partners to prevent confusion or duplication.
