This legislation, titled the "Chiropractic Medicare Coverage Modernization Act of 2025," aims to significantly expand the scope of services covered by Medicare when provided by doctors of chiropractic. Currently, Medicare coverage for chiropractic care is limited to only manual manipulation of the spine to correct a subluxation . The bill proposes to amend the Social Security Act to recognize doctors of chiropractic as "physicians" for all services they are legally authorized to perform under their state license, thereby broadening the range of covered treatments. The purpose of this expansion is to bring Medicare chiropractic coverage in line with modern private sector insurance, as well as other federal health systems like the Department of Veterans Affairs and the Federal Employee Health Benefits Program. To ensure appropriate implementation, the bill includes a new provision stating that for services beyond spinal manipulation, payment may only be made if the doctor of chiropractic completes an educational documentation webinar or similar electronic product designed by the Secretary. This measure seeks to update and enhance the accessibility of chiropractic care for Medicare beneficiaries.
