The "Making Access To Cleanup Happen Act of 2025," or MATCH Act , amends the Agricultural Credit Act of 1978 to modify the Emergency Watershed Program. It introduces provisions for preagreement costs , allowing State, local governments, and Indian Tribes (defined as sponsors) to undertake certain emergency watershed protection measures before a formal agreement is established with the Secretary of Agriculture. Within 180 days of enactment, the Secretary must identify eligible measures and create a procedure for sponsors to request additional measures for specific natural disasters. If an agreement is subsequently made, these preagreement costs incurred by the sponsor will be considered part of their required contribution to the project. However, sponsors assume the full financial risk for these measures if an agreement is not finalized, and the bill does not obligate the Secretary to enter into such agreements.
