This bill requires the Director of the Office of Management and Budget (OMB), in consultation with the National Institute of Standards and Technology (NIST), to implement an annual process for identifying redundant or outdated regulations within the Code of Federal Regulations. This process will utilize an artificial intelligence system that must adhere to strict standards for accuracy, transparency, accountability, and national security risk, with its performance reviewed annually. When the AI system identifies a regulation as redundant or outdated, it is immediately referred to the responsible agency for review and a final determination within 30 days. If determined to be redundant, the agency must rescind it; if outdated, the agency must either amend or rescind it, with both actions bypassing certain administrative procedure requirements. All agency determinations, along with a brief written explanation, must be immediately published on the agency's website for public access, with the option for a classified annex to Congress. The legislation also amends existing law to expedite the rescission or amendment of regulations identified through this AI-driven review process.
