This legislation authorizes an appropriation of $2,000,000,000 for fiscal year 2025 to fund additional rental vouchers, which will be available for renewals in subsequent fiscal years. The primary goal is to provide tenant-based assistance to address housing affordability challenges in rapidly expanding urban areas across the United States. The funding will be distributed equitably to eligible public housing agencies, which are defined as those administering federal housing assistance for an area that: has a population of greater than 100,000; and is one of the 25 areas in the United States that experienced the highest population growth between 2012 to 2022. Allocations will also consider the local population, existing voucher shortfalls, and historical underfunding due to formulas not keeping pace with population increases.
