This legislation proposes to amend the Public Service Loan Forgiveness (PSLF) program under the Higher Education Act of 1965. Its primary purpose is to ensure that employment with organizations engaging in activities with a substantial illegal purpose does not qualify for public service loan forgiveness. Specifically, the bill defines "public service job" to exclude work for organizations involved in a range of illicit activities. These include aiding or abetting violations of federal immigration law , materially supporting terrorism (such as facilitating funding for designated Foreign Terrorist Organizations or engaging in violence to obstruct federal policy), and materially supporting child abuse (including certain medical procedures or trafficking to "transgender sanctuary States"). Furthermore, organizations that engage in a pattern of aiding illegal discrimination or violating State tort laws like trespassing or disorderly conduct would also be excluded from the PSLF program.
