This bill, titled the "Delivering On Government Efficiency in Spending Act," aims to increase transparency and accountability in federal spending while enhancing efforts to prevent improper payments. It mandates that federal agencies provide the Secretary of the Treasury with detailed information for each payment submitted to a Treasury disbursement system, including the payment's purpose, appropriations account, and activity type. This information is subject to annual verification for accuracy and completeness by certifying officials. A key provision requires the Director of the Office of Management and Budget to ensure that this payment data is made publicly available on the Federal Funding Accountability and Transparency Act (FFATA) website within 30 days of certification. However, payments related to sensitive operations , such as domestic law enforcement or national security activities, can be exempted from public disclosure if such disclosure would cause harm or is legally prohibited. Agencies must still include aggregated information about these exempted payments in their budget justification materials. To bolster program integrity and combat improper payments, the bill grants the Secretary of the Treasury expanded access to critical data sources. This includes access to the National Directory of New Hires , certain information from consumer reports , and specific tax return information from the IRS, such as taxpayer identification numbers and adjusted gross income, for use with the "Do Not Pay working system." Additionally, the Commissioner of Social Security must provide personally identifiable information, including name, date of birth, and Social Security number, to the Treasury for the same purpose. Agencies are also required to verify bank account information before disbursing payments to ensure accuracy.
