This bill seeks to significantly enhance United States support for Ukraine in addressing the abduction of its children by the Russian Federation. It establishes a comprehensive policy approach to assist with investigations into these abductions, facilitate the rehabilitation and reintegration of returned children, and ensure justice and accountability for the perpetrators. The legislation authorizes the Departments of Justice, State, and Homeland Security to provide technical assistance , training, and advisory support to Ukraine, including in areas like biometric identification, open-source intelligence analysis, and secure communications.
