Additionally, the bill requires HHS to issue guidance to states within one year, outlining how they can encourage and incentivize maternity care and health care coverage providers. This guidance will focus on training healthcare practitioners, including pediatricians and obstetricians, about the benefits of involving fathers in the entire perinatal process. It will also address cultural beliefs about fatherhood and reaffirm the positive role fathers play, regardless of race or ethnicity. The guidance will detail how practitioners can offer peer-to-peer support and provide fathers with essential information on what to expect, how to support their partner, and recommendations for pregnancy and childcare, such as safe sleep practices and maternal warning signs. It also includes screening fathers for depression and providing referrals for treatment, recognizing the positive impact on child development. Finally, the Comptroller General will conduct a study within six years to assess the Act's overall effectiveness.
