The "Medical Disability Examination Improvement Act of 2025" seeks to significantly enhance the quality and efficiency of medical disability examinations for veterans. It authorizes the Under Secretary of Benefits to establish a pilot program for the Department of Veterans Affairs (VA) to conduct these examinations and obtain medical opinions at its own medical facilities. This program will expand incrementally across Veterans Integrated Service Networks (VISNs) from one in fiscal years before 2027 to all appropriate networks by fiscal year 2035, with a required report to Congress on its impact.

The bill mandates a study on access to medical disability examinations for veterans in rural and highly rural areas, including a comparison of completion times and a plan to improve access, potentially through commercial technology solutions. Furthermore, it requires additional training for new and probationary VA employees who order or review these examinations, focusing on assessing adequacy, necessity, and relevant legal standards. New employees will also be subject to a second level of review until they achieve a 90 percent accuracy rate.

To ensure exam quality, the Secretary of Veterans Affairs must conduct quarterly reviews of a statistically significant sample of medical disability examinations, identifying those that are inadequate or overdeveloped. Claims with inadequate examinations will receive a priority re-examination, if necessary, and priority processing for the entire claim. The bill also requires the VA to establish a mechanism for contractors to transmit medical evidence introduced by claimants during examinations directly to their claims file. Finally, it mandates a review of scheduling tools and a plan to ensure seamless communication, claimant agency in scheduling, and customer satisfaction surveys for a better overall experience.
