Specifically, the legislation prohibits Federal funds from being made available to foreign nonprofit, nongovernmental, multilateral, or quasi-autonomous organizations that perform or promote abortions, including providing referrals, counseling, lobbying, or training. This also extends to entities that furnish items intended to procure abortions or provide financial support to other organizations engaged in such activities. For domestic nonprofit or nongovernmental organizations, the bill restricts Federal funds if they perform abortions or furnish items intended to procure them. Furthermore, if a domestic organization receives Federal funds, it must maintain a complete physical and financial separation from any program or activity that performs or promotes abortions, including co-locating such activities.
