This legislation amends existing law to create a dedicated, interest-bearing account within the U.S. Treasury for the Lower Colorado River Multi-Species Conservation Program. This new account, named the Non-Federal Funding Account for the Lower Colorado River Multi-Species Conservation Program , will hold contributions from State Parties that cover the non-Federal cost share of the program. The bill mandates that all non-Federal contributions, including those unexpended before the bill's enactment and all future contributions, be deposited into this Fund. These amounts, along with any interest earned from their investment, will be made available to the Secretary for program expenditures without requiring additional appropriations. The Secretary of the Treasury is authorized to invest portions of the Fund not immediately needed in interest-bearing obligations of the United States . A significant provision ensures that once these funds are deposited into the account, the contributing State Parties are relieved of responsibility for any losses incurred due to the investment of those amounts. This measure aims to streamline funding management and provide financial stability for the long-term conservation efforts along the Lower Colorado River.
