The "Pray Safe Act of 2025" directs the Department of Homeland Security (DHS) to establish a Federal Clearinghouse on Safety and Security Best Practices for nonprofit organizations, faith-based organizations, and houses of worship. This Clearinghouse will function as the primary federal resource, publishing online best practices and recommendations to enhance their resilience against threats such as natural disasters, manmade incidents, and terrorist attacks. It will also provide crucial information regarding available federal grant programs. The Clearinghouse is tasked with developing evidence-based tiers for best practices, prioritizing those supported by strong or moderate research. These recommendations will cover comprehensive safety and security measures, including prevention, protection, mitigation, incident response, and recovery. Furthermore, it will feature a comprehensive index of all eligible Federal grant programs , offering direct links to applications and guidance to assist organizations in meeting eligibility requirements. To ensure ongoing relevance, the Secretary of Homeland Security will continuously collect user feedback and data, updating the Clearinghouse annually. The Act mandates notification of various federal, state, and local entities about the Clearinghouse's establishment and resources. This initiative is designed to sunset four years after its enactment, and a Government Accountability Office (GAO) report evaluating federal grants and resources for these organizations is also required.
