This legislation aims to bolster the cybersecurity of commercial satellite systems by requiring a multi-faceted approach involving federal agencies and private sector collaboration. It mandates the Comptroller General to conduct a comprehensive study and report to Congress within two years on the Federal Government's actions to support commercial satellite system cybersecurity, including their integration with critical infrastructure and the effectiveness of existing efforts. A key provision directs the Secretary of Commerce, in coordination with the FCC and CISA, to establish and maintain a publicly available online commercial satellite system cybersecurity clearinghouse within 180 days. This clearinghouse will provide resources, voluntary recommendations, and materials specifically tailored for entities developing, operating, or maintaining these systems, including small businesses. The Secretary of Commerce will also consolidate voluntary cybersecurity recommendations covering areas such as risk-based engineering , protection against various threats like jamming and spoofing, and managing supply chain risks and vulnerabilities from foreign ownership or infrastructure. Furthermore, the bill requires the Secretary of Commerce, jointly with the National Space Council and the Office of the National Cyber Director, to submit a strategy within 120 days outlining Federal agency roles and responsibilities for improving commercial satellite system cybersecurity. The Department of Commerce will also report periodically to Congress on the implementation of these provisions, including partnerships with the private sector and consultations with non-federal entities. Importantly, the bill clarifies that it does not designate commercial satellite systems as a critical infrastructure sector nor alter existing agency authorities.
