This bill establishes a comprehensive prohibition on the use of federal funds to support Venezuela's oil and petroleum infrastructure. It explicitly bans any department or agency of the United States Government from financing, subsidizing, insuring, guaranteeing, or otherwise supporting the development, maintenance, or expansion of this sector, including the construction or modernization of oil and gas infrastructure and any advocacy by U.S. government officers for the sector. This prohibition, however, does not apply to expenditures explicitly authorized by a subsequent Act of Congress . To ensure oversight, the Secretary of State is required to submit an annual report to relevant congressional committees, detailing any related expenditures or activities and certifying compliance with the Act.
