This bill directs the Secretary of the Interior to undertake a comprehensive feasibility study for a proposed rural water supply project. This project aims to deliver municipal, rural, and industrial water from the Missouri River to the Western Dakota Regional Water System , a non-Federal entity. The Secretary will coordinate closely with this entity and consult with various Federal, State, Tribal, regional, and local authorities throughout the study process. Upon completion, the Secretary must develop a feasibility report that includes a recommendation on whether the proposed project should be authorized for construction. This report will also determine the appropriate non-Federal share of construction costs, which must be at least 25 percent and based on the entity's financial capability. For the feasibility study itself, the Federal share of costs will not exceed 50 percent, and Congress has authorized $10,000,000 for its execution. The authority to conduct this study will expire ten years after the bill's enactment.
