The bill also provides a precise definition for when a yellow organic pigment is considered "produced in the United States," requiring all manufacturing processes, including chemical reactions, to occur domestically, from initial combination of materials through the synthesized pigment. To facilitate this change, the Director of the Office of Management and Budget is mandated to update relevant guidance, including that of the Made in America Office, within 90 days of the bill's enactment. This ensures a timely and consistent application of the new domestic content requirements across relevant federal programs, reinforcing the commitment to American-made products in infrastructure projects.
