This legislation establishes the United States-Israel Defense Technology Cooperation Initiative to significantly expand and accelerate bilateral defense technology research, development, testing, evaluation, integration, and industrial cooperation. The initiative aims to leverage shared democratic values and strategic interests, recognizing Israel as a strategic ally and a global leader in defense technology, to address evolving security challenges through joint innovation and rapid technology deployment. The initiative mandates the Secretary of Defense to identify and integrate jointly developed or Israeli-origin technologies into U.S. military systems and programs of record. It will foster collaborative research involving government, private sector, and academic institutions, facilitating the transition of these technologies into procurement pathways across domains such as counter-unmanned systems, missile and air defense, artificial intelligence, cyber defense, and biotechnology . The bill also requires the establishment of frameworks for joint ventures, licensing agreements, and U.S.-based co-production or manufacturing partnerships with Israeli industry, alongside promoting joint training exercises and information-sharing. These activities will be coordinated with other relevant federal departments and agencies. To ensure accountability and transparency, the legislation mandates an interim progress update and annual reports to congressional defense committees, detailing activities, assessing progress, and outlining industry partnerships. The Department of Defense will also provide periodic, unclassified public updates on the initiative's contributions, with $150,000,000 authorized for each of fiscal years 2027 through 2029 to fund these efforts.
