This bill, known as the "Ensuring Coast Guard Readiness Act," authorizes the President to make exceptions to the prohibition on constructing Coast Guard vessels in foreign shipyards when it serves the national security interest of the United States. Such exceptions are permitted only if the foreign shipyard is in a North Atlantic Treaty Organization member country or an Indo-Pacific treaty country , and if the construction cost is less than domestic options. The President must notify Congress, and the Coast Guard Commandant must certify that the shipyard is not owned or operated by a Chinese company, ensuring both strategic flexibility and security safeguards.
