This legislation directs the Department of Defense (DoD), in consultation with the Department of Veterans Affairs (VA), to identify and document all non-combat military plane crashes categorized as "Operational Loss/Non-War Loss." This review will cover records from 1984 onwards and utilize other sources for earlier incidents. The information gathered will be used to develop and maintain a publicly accessible database containing the names, ranks, and service details of all Armed Forces members who died in such crashes. The bill further requires the DoD to provide comprehensive assistance to the families of these fallen service members. This includes ensuring families are aware of and have full access to available DoD benefits, resources, and support services, such as financial aid and counseling. A designated point of contact within the DoD will offer personalized guidance, provide updates on new programs and legal changes, and connect families with community and peer support networks. The Secretary of Defense must also submit a report to Congress within two years detailing the program's effectiveness, database progress, and any recommendations for legislative improvements, while ensuring nondiscrimination in all supported activities.
