This bill requires the Secretary of Health and Human Services (HHS) to develop and submit to Congress a comprehensive strategy for public health preparedness and response to artificial intelligence (AI) threats. This strategy must be completed within 180 days of the bill's enactment and developed in consultation with various stakeholders, including those involved in qualified countermeasures and AI technologies. The primary goal is to address the risks posed by the misuse of AI that could threaten national health security . The required strategy must include a framework for public health preparedness, identify HHS's duties and preparedness goals, and establish metrics for measuring success. It also mandates the identification of gaps in current public health capabilities and the development of strategies to strengthen emergency preparedness. Specifically, the strategy must mitigate risks such as the development of biological weapons and the design of viruses and bacteria resistant to treatment. Furthermore, the bill amends the Public Health Service Act to integrate this AI threat strategy into the broader coordination of all-hazards public health emergencies.
