This legislation amends the Animal Health Protection Act to introduce a new compensation program for poultry producers. It aims to provide financial relief to owners of poultry growing and laying facilities situated within a **control area**, as determined by the Administrator of the Animal and Plant Health Inspection Service. The primary purpose is to compensate these owners for income lost when they are prohibited from growing or laying flocks due to disease control measures. Compensation is calculated based on the **average income from the five most recent flocks** grown or laid, multiplied by the **number of flocks** the owner was prohibited from growing or laying during the control area period. This amount is then limited by subtracting any compensation received from a State or other source for the same prohibited flocks. Payments are mandated to be issued within **60 days** after an owner submits a request to the Secretary, with certain exceptions applying, including not receiving duplicate compensation for destroyed animals in the same area.
