This bill, titled the LEOSA Reform Act , aims to enhance the ability of qualified current and retired law enforcement officers to carry concealed firearms. It specifically amends the Gun-Free School Zones Act of 1990 to explicitly exempt these officers from its prohibitions, thereby allowing them to carry concealed firearms in school zones. The Act further clarifies that qualified current and retired officers may carry concealed firearms notwithstanding other federal laws, including regulations pertaining to units of the National Park System . However, it specifies that LEOSA does not override state or local laws that apply to property used by common or contract carriers or to property generally open to the public. Additionally, the bill amends the definition of "firearm" under LEOSA to explicitly include " any magazine " for both active and retired officers. For qualified retired law enforcement officers , the bill introduces more flexible firearms qualification standards, extending the period for meeting these from 12 months to up to 36 months and broadening certification entities. Finally, the LEOSA Reform Act creates an exception to the prohibition on firearms in federal facilities, allowing qualified current and retired officers to carry firearms and ammunition in Facility Security Level I or II civilian public access facilities .
