This bill establishes the Justice Thurgood Marshall National Historic Site in Baltimore, Maryland, designating his former elementary school, Public School 103, as an affiliated area of the National Park System. The primary purpose is to preserve, protect, and interpret the significant historic contributions of Justice Thurgood Marshall for future generations. Marshall is recognized for his pivotal role in ending legal segregation, including successfully arguing Brown v. Board of Education , and for becoming the first African American Associate Justice of the Supreme Court. The newly established National Historic Site will operate as an affiliated area of the National Park System , with its boundary encompassing the historic school building. Ownership, operation, and management of the site will remain with the Beloved Community Services Corporation . The Secretary of the Interior is authorized to provide technical and financial assistance through cooperative agreements for the site's marketing, interpretation, and preservation, but will not acquire the property or assume overall financial responsibility for its operation.
