Furthermore, the legislation calls for high-level U.S. government officials to conduct joint trade missions to Africa and Latin America and the Caribbean within one year. It also directs the President to standardize training for U.S. and Foreign Commercial Service officers, State Department economic officers, and USAID economic officers on programs from key financial and development institutions, ensuring effective export promotion by overseas personnel.
