This legislation aims to improve the integration of military and civilian hiring processes within the Department of Defense by mandating the Secretary of Defense to establish a pathway within one year for medically disqualified entry-level service members to transition into qualified civilian positions within the Department or its components. The Air Force's DRIVE program is recognized as meeting these requirements and can serve as a model for other military departments. Additionally, the bill requires the Secretary of Defense to create a program informing individuals who are medically unqualified for military service about career opportunities in the defense industrial base or other national interest roles. These opportunities encompass areas such as cybersecurity, intelligence support, defense technology research and development, and national emergency preparedness. The Secretary must collaborate with defense industrial base entities, other federal agencies, and academic institutions to effectively carry out this program. The Secretary of the Navy is also directed to provide all Navy personnel with information on career opportunities at Military Sealift Command and related workforce training programs through the Transition Assistance Program. A report detailing the implementation of these new requirements must be submitted by the Secretary of Defense within one year of enactment.
