This bill establishes continuing appropriations for fiscal year 2025 to guarantee the payment of pay and allowances for members of the Armed Forces, including reserve components, who perform active service during any period of a government shutdown. The appropriations are specifically designed to activate when interim or full-year appropriations for fiscal year 2025 are not in effect. Beyond active duty military, the legislation also extends funding to cover civilian personnel of the Department of Defense and the Department of Homeland Security (for the Coast Guard) who are determined to be providing direct support to these service members. Furthermore, it ensures that contractors supporting these military personnel also receive their pay and allowances during such shutdown periods. These appropriations are drawn from the Treasury and remain available until specific conditions are met, including the enactment of a new appropriation for the same purpose, the passage of a regular or continuing appropriations resolution without such a provision, or by January 1, 2026, whichever occurs first.
